Responsibilities
The U.C.C.M. Police Services Commission is an incorporated body pursuant to the laws of Ontario, without share capital, and is the police governing authority and the employer of the members of the U.C.C.M. Anishnaabe Police Service.
The Commission consists of no fewer than six (6) and no more than nine (9) Commissioners who are appointed by the U.C.C.M. Board of Directors and no Commissioner can be an employee of the police service.
The U.C.C.M. Board of Directors may appoint no more than two Commissioners to the Commission who hold the elected political office of Councilor.
The Commission has the following responsibilities:
1. To govern the U.C.C.M. Police Service by generally providing direction, planning and to set policies;
2. To maintain order, discipline, and efficiency;
3. To obtain and maintain liability insurance;
4. To generally manage the operations and undertakings of the U.C.C.M. Anishnaabe Police Service which the Commission deems necessary for the effective, efficient, and culturally appropriate carrying out of the operations and undertakings of the U.C.C.M. Anishnaabe Police Service;
5. To hire, discharge, direct, classify, transfer, promote, demote and suspend or otherwise discipline any member;
6. The Commission has the exclusive right to discharge a probationary employee within the first six months of his/her service;
7. To recruit and appoint U.C.C.M. Police Officers and civilian staff;
8. To recruit and appoint the Chief of Police;
9. To dismiss the Chief of Police, U.C.C.M. Police Officer(s), or civilian staff for just cause;
10. To maintain a code of conduct and to administer the public complaints and police discipline systems as developed by the Commission;
11. To ensure that all U.C.C.M. Police Officers have the requisite authority to enforce all applicable laws, primarily within the U.C.C.M. Anishnaabe Police Service Area;
12. To be responsible for the financial management of the Commission;
13. To develop performance standards for the Chief of Police and to evaluate his or her performance on an annual basis; and,
14. To provide an Annual Report to the U.C.C.M. Board of Directors on the activities of the Commission.
